On 3rd February 2022, Government announced the introduction of a £150 non-repayable rebate for households in England in council tax bands A to D, known as the Council Tax Rebate.
To help households with rising energy bills, Gloucester City Council have been asked to provide a £150 one-off payment to a liable council tax payer (or a person who would otherwise be liable where the property is exempt) for every household that occupies a property which meets the scheme conditions.

This form is provided to capture the information required by the Council to verify and make these rebate payments. Please follow the instructions and ensure that information entered is carefully checked, to make sure it is correct. This will enable us to process the payment without having to contact you with more questions.
Where a rebate payment is issued, the person(s) that according to the Council's records were the taxpayer in respect of the property on 1 April 2022 is eligible to receive the rebate. Where the Council has reason to believe that the information that we hold about the taxpayer is inaccurate we may withhold or recover the payment.
You will need to have the following information available when you submit your application:
≺ your ten digit council tax account reference number as displayed on your 2022/23 council tax bill (this will begin with 030)
≺ the exact name details of the account holder as they appear on your bill
≺ we will ask for your date of birth
≺ your bank account number and sort code which must correspond to the liable person on the council tax account.
≺ your bank statement, clearly displaying the account holder name and address, sort code and account number - this will need to be uploaded.
We do not need to see any of the transactions on the bank statement.
This statement must correspond with the details entered on this application.
The online application will not allow you to proceed if you do not provide this information. If the bank statement does not display the required information, it will delay the application being processed and we may ask you to supply more information.
Please double check to ensure the details you have entered are correct.
Applications with incorrect details will be rejected and no payment made.
You will be required to self-certify that on 1 April 2022, you were the liable Council Tax payer (or would have been if your property wasn't exempt) and were in occupation at the address.
The Government specifies that checks are carried out to validate the bank account. These checks can take up to 21 working days to complete.
Please do not contact us in the meantime. Our energy rebate team will be working hard over the coming weeks to ensure that applications are processed quickly so that the payment can be sent to eligible households
Provided the bank account checks are successful, payment will be made by BACS to your bank account. This will show in your bank account as GCC Energy Rebate. The council tax energy rebate will not have to be repaid unless we subsequently establish it was obtained fraudulently or paid in error.
